Describe the solution you'd like
Tables - this button will create a default three-row, two-column table and have special menu options when in rich text mode that allows adding/removing rows and columns.
It would be nice to have some way to specify the number of rows/columns at the creation of the table (and not after), e.g. from Google Document:

Research direction
No files or tests are named in the issue. Start by locating the existing table toolbar button and its rich-text menu, then compare the current default table creation flow with the requested row and column selection. Done means users can choose dimensions when creating a table and can still add or remove rows and columns in rich-text mode.
