bug(rich-text) Cannot drag-select text in Add Image dialog textboxes

Describe the bug
In the rich text view, editing an image link or image text in the "Edit image" dialog box works, but dragging to select text in any of the sections in the dialog box is not possible. Instead, it drags the entire dialog box as if the dialog box itself was being treated as an image (if you notice, dragging the dialog box also drags the (unicorn) image).
To Reproduce
Steps to reproduce the behavior:
- RT, add image
- Click on image, edit image dialog opens
- Click in the url textbox
- Attempt to drag-select the text
- Observe the entire dialog is being "copied"
Expected behavior
Within text boxes in the image dialog, can drag-select text
