Description

Describe the bug
Button tooltips are showing beneath the button. This causes them to be blocked when using any button that will open as a dropdown menu. Can also block text in the editor. Solution is to show the tooltips above the buttons.

To Reproduce
Steps to reproduce the behavior:

  1. Rich text mode.
  2. Click the header button
  3. Hover over the header button. Tooltip is blocked
