bug(editor) Editor button tooltips should be above buttons, not below

Describe the bug
Button tooltips are showing beneath the button. This causes them to be blocked when using any button that will open as a dropdown menu. Can also block text in the editor. Solution is to show the tooltips above the buttons.
To Reproduce
Steps to reproduce the behavior:
- Rich text mode.
- Click the header button
- Hover over the header button. Tooltip is blocked
