Description
The setup procedure requires the following execution:
$ osism apply scs_landscape_setup
....
$ echo $?
0
Unfortunately this succeeds but does not work :-(
- The play scs_landscape_setup cannot access octavia_keystone_password? (“damn, ansible scoping” in /opt/configuration/environments/openstack/secure.yml for the octavia password)
- The play is not executed reliably, images and flavors were not there

Research direction
Start by running osism apply scs_landscape_setup and inspecting the scs_landscape_setup play, then read /opt/configuration/environments/openstack/secure.yml for the octavia_keystone_password scope. Verify whether the command's success status reflects actual provisioning, including reliable availability of images and flavors. Done means the play consistently provisions the environment and can access the required password.
