User upload in "Your storage" depends on green plus ICON

Description
This has been tested on solidcommunity.net and pivot test server in "Your storage" area.
When you drag and drop a .png image. Like say "Basketball" for example, you will be prompted for this. But if you drop an image file outside of the green plus ICON, it will open the image in another new tab and will not upload. It depends strictly on dropping your image or upload of choice into the green plus sign parameter. Anything outside of the green plus parameter, does not seem to function. The entire real estate of space does not seem to get utilized for dragging and dropping.
This may cause slight confusion from a migration from other services where you can drag and drop a file into the cloud without being confined strictly to an area of the screen. OneDrive and Gmail act more like File Explorer in this sense where you have additional site real estate to drop files. The fact is that the function is alerted when you drop the file in the first place within or outside of the green icon.
