Description
The ACTIVSg2000 and ACTIVg10k systems have numerous PV buses with inactive generators (some are possibly meant to be synchronous condensers). This logs an error when parsing the system in PowerSystemsCaseBuilder and therefore in the PowerSystems tests.
The data should be updated to make the units available at the PV buses.
This applies to both the .raw and .m versions of this system

Research direction
Inspect the ACTIVSg2000 and ACTIVg10k systems in both their .raw and .m versions, then parse them with PowerSystemsCaseBuilder to identify the inactive generators at PV buses. Done when the units are available at those buses in both representations and the PowerSystems tests no longer log the parsing error.
