Description
Add some test cases for unset initial time branches in the init_optimization_container! function of IOM's optimization_container.jl.
Aside: it might be possible to put them back in IOM and use mocks...but short term it's probably simpler to have them land here.

Research direction
Start in IOM's optimization_container.jl and locate the init_optimization_container! function. Read its unset initial time branches and the surrounding tests, then add cases covering those branches. Done means the new cases pass and the unset initial time behavior is exercised.
