Description
The current bandwidth limitation can only applied on a single connection. It'll be very helpful if we can set the bandwidth limit on a proxy the simulate IO threshold on the upstream.

Research direction
Start by locating the existing single-connection bandwidth limitation and its tests, then determine how a limit shared by all connections through one proxy should be represented. Done means the proxy enforces the configured aggregate bandwidth threshold and the relevant behavior is covered by tests.
