Description
Is there any equivalent to ifconfig eth0 down command?
I guess this could be some toxic simulating cable unplugging - with additional timeout to return the interface back?
Not sure if anything similar already exists?

Research direction
The issue names no file, test, or entry point; start by reviewing how toxiproxy currently models network failures and exposes toxics. Clarify whether interface-down behavior belongs in an existing toxic or needs a new one, then define completion around simulating a cable unplug and restoring the interface after an optional timeout.
