Description
I'm requesting comments on the proposal that we use black to format the python codebase and flake8 to lint.
Initially, these can be used incrementally, but eventually they should be enforced as part of the CI.
Thoughts, comments? @SheffieldML/gpy-admin

Research direction
The issue names no files or tests; begin by reviewing the Python codebase and existing CI configuration, then assess the proposed Black formatting and Flake8 linting workflow. Done would require an agreed incremental adoption plan and eventual CI enforcement, but the issue does not define the configuration or acceptance criteria.
