Migration to draft-07

Description of the feature / enhancement.

Any schema whose validator precedes draft-07 should be updated to draft-07. This is also a great opportunity to enable strict mode for validating these schemas. This issue aims to achieve a similar effect to #5858, but with greater attention to detail.

Exceptions

• base-04.json: This is the metaschema for draft-04. It would be silly to require a higher draft version in order to use this outdated draft. It would also be a breaking change for external schemas.
• schema-draft-v4.json: Similarly, a metaschema for extended draft-04 syntax
