Pain

Update the character limits for the title and description fields in the page metadata section to align with SEO best practices. Change the title limit to 60 characters and the description limit to 155 characters. Add a link to 'Rules to better Google rankings'.

Acceptance Criteria
  1. The title character limit is updated from 70 to 60 characters.
  2. The description character limit is updated from 150 to 155 characters.
  3. DRY - The information about number of characters is not repeated in the title. The description is enough
  4. A "Learn more" link to 'Rules to Better Google Rankings' is added at the end of the description heading.
