Research direction
Reproduce the issue on the SSW website using a page with ?liveStream=1&liveBanner=1, then compare the production behavior with the local-host case that forces a live stream. Trace the live-stream banner and fixed widget entry points to determine why the widget is absent; done means both display for the mock event.
