As per my conversation with Caleb, Betty and Louis, the email-input and submit button portion of the image-text-block component had no planned usage right now (and we need to know the intended usage to implement it meaningfully... ex. opens a Jot form).

Describe the solution you'd like
- Follow up with the marketing team on what functionality options should be provided.
- Implement the UI for the email-input portion of the image-text block.
- Implement on-submit functions.

This has been moved out of issue #3316 and added to the end of the epic, as Louis wants to consider usage options first.
