Description
As per my conversation with Piers, the Note at the top of Editing with a fork about the wrong page for adding a rule, is relevant though made confused by the fact when we create rules, we need to do a one time Fork the Repository (One-time setup).
https://github.com/SSWConsulting/SSW.Rules.Content/wiki/Editing-with-Forks
- Can the Fork the Repository (One-time step) be on its own page
- Under How to Create Rules, can the first step link to that new page

Research direction
Start with the Editing with Forks wiki page linked in the issue and review the note at the top and the How to Create Rules section. Move the Fork the Repository (One-time step) guidance to its own page, link to it from the first step under How to Create Rules, and confirm the original page is no longer confusing.
