As per my conversation with Brady and Christian,
I think rules should include a filtering option at the top of the pages.
- Create a sorting option for rules including: hot, new, top, my bookmarks.
Hot = lots of comments and ratings
New = most recently updated
Top = most positive ratings
My bookmarks = my bookmarks

Figure: Location on the Rules page to include the sorting options.

Figure: Something similar to the Reddit sorting bar.

Research direction
Start from the rules pages and the proposed sorting-bar location shown in the issue images, then trace how rules, ratings, comments, and bookmarks are currently exposed. Done means the rules pages offer hot, new, top, and my bookmarks options with the definitions described in the issue.
