Pain

Implement a global list of authors within Rules V3 (TinaCMS) to allow users to select authors from an existing list when adding them to a rule, reducing the risk of errors from manual entry.

Acceptance Criteria

1. A global list of authors is available within Rules V3 (TinaCMS).
2. Users can select authors from the global list when adding them to a rule.
3. The system prevents manual entry of author names and URLs to reduce errors.
4. The global list of authors can be managed and updated within Rules V3 (TinaCMS).
