Pain
Change the section title from 'Latest Rules' to 'Latest Rule Changes' to accurately reflect that the section includes changes to existing rules, not just newly written rules.
Acceptance Criteria
- The section title 'Latest Rules' is updated to 'Latest Rule Changes'.
- The change is reflected across all relevant parts of the application where this section title appears.
- Ensure that the update does not affect the loading or display of the rules.
