Pain

Implement a status indication system on the rule page to show the current state of the page content, such as whether it is stale, being rebuilt, or fresh.

Acceptance Criteria

1. A status indicator is present on the rule page.
2. The status indicator uses a traffic light system: orange for stale, yellow for being rebuilt, and green for fresh.
3. The status indicator accurately reflects the current state of the page content.
4. The design of the status indicator is approved by a designer and Adam.
