Add a "Last Checked" information on Rules pages

Description
Currently, there is no way to see when was the last time the rules was checked and approved by SSW, resulting in some pages being vastly outdated.
We could send notifications to Authors when a Rule hasn't been updated for 12, 24 or 36 months, asking Author to "Check" the Rule.
A link would take you to a page with all your rules and how current they are.
This information would in turn be displayed on each rule page, saying "Last checked: XX/XX/XX by XXX"
