Pain
Implement a subheading system to group rules within categories, reducing reliance on prefixes and improving clarity.
Acceptance Criteria
- Introduce a subheading system within categories to group related rules.
- Ensure rules can belong to multiple categories without causing confusion.
- Maintain the ability to view rules without prefixes if no grouping is necessary.
- Provide a clear and organized view of rules in the category view.
- Ensure the solution is compatible with the upcoming transition to Tina.io.

Figure: Rules belong to multiple categories causing confusion; suggest subheadings for better organization.
