As per our conversation, create a function to rename rule URIs and folders/references.

  1. Create a GitHub Action to rename the URI/folder/references of a rule
  2. Confirm it replaces the need for this video https://www.youtube.com/watch?v=EuV8EVeR9OU
  3. If so, zz it

Research direction

The issue names no files, tests, or entry points. Start by locating how rule URIs, folders, and references are represented, then inspect the repository's GitHub Actions configuration; done means an action renames all requested paths and references and replaces the documented manual video workflow.
