Description
In #178, Sarah mentioned individual user-acknowledged messages, you could use so that people can get upgrade notices (with link to changelog) etc
Extend framwork for messages currently used for eg VCF import warnings and has just anyone can acknowledge to hide
Kind of like Django messages (we should aim to get off that abandoned library)
