Phenotype matching, ignore below this point

Recently we introduced ``` ----needs human review ``` which makes the phenotype not count.

I'm thinking that we need a way to piecemeal review these things.

Perhaps we should have ``` ----needs human review ``` work BELOW that point

Maybe also another flag for ``` ---- disable phenotype match below ``` - we often need to write something like "parents unaffected" without "unaffected" matching to `HP:0032321 Unaffected` for the proband
