UCSC quicklinks for non-symbolic structural variants do not show full variant range.

Description
Found when testing sacgf/variantgrid#996.
For non-symbolic variants (i.e. <1000bp) that are still large (e.g. 998bp) when following the UCSC quicklinks from the variant and allele page, the resulting UCSC browser window only shows the 3' boundary of the variant +/-20bp rather than the full range of the structural variant. See NM_133379.4(TTN):c.10361_11360inv (made up allele) in Shariant Test for example of this.
This problem is **not** present for symbolic variants (i.e. variants greater than >1000bp).
