Site messages should allow Markdown

I wanted to add the Shariant survey to SA Path, but the link was too long

I noticed James had to do a workaround to Shariant to get his to work

Markdown would probably be fine and safter than raw HTML (```mark_safe```) as that could allow people to enter bad HTML and bust the whole page
