Liftover / variant import process dry run (show without linking)

At the moment you can only run liftover by actually doing it

Ideally - we'd like a way to be able to see if there would be any changes from the current state (ie changing liftover/normalization etc)

So - would be nice to be able to see what would happen without actually doing it
