Liftover page - retry failed liftovers

Once we fix a bug, or config, we often want to retry all failed liftovers

Maybe you could break this down by tool, eg Relaunch all failed bcftools +liftover jobs etc

Another way to do it would be to delete any existing failed ones, so that triggering a liftover would just create a new one, though all in the same batch (probably what you want?)
