Description
In SACGF/variantgrid_private#3732 - we have disabled BCFTools liftover for symbolic variants or >1kb
We should look into a new tool that does better. Some to evaluate are:
* UCSC liftover
* CrossMap
* Picard
The [original liftover issue](https://github.com/SACGF/variantgrid/issues/817) had a bit of evaluation in it
