DevRecD2 - Make deployments use Docker

I'm not overly familiar with Docker so in my mind there are some complications

Dev docker would like to include a local database, whereas AWS install would use RDS (presumably there's a way to make that configurable without needing 2 completely different docker files?)

Likewise dev docker should have its own mock mail server etc

Once these differences have been addressed we could make some mock deployments
