Description

It would be useful to be able to detect support for the neon instruction set on ARM, allowing to use vectorised instructions. As far as I can tell from the documentation, this is not yet supported.

Research direction

Start by reviewing the cpufeatures crate and its documentation for how existing ARM instruction-set support is detected. Determine the appropriate representation of NEON support and verify the behavior on ARM targets; done means callers can reliably detect NEON support as they can for the crate’s existing features.
