Description
Would be pretty easy as it has stfle (Store Facility List Extended).
stduses os probing instead for some reason: https://github.com/rust-lang/stdarch/pull/1699- But gcc libgo uses stfle?: https://github.com/rust-lang/gcc/blob/01118deaae56c126b12501fc65bfb7e3ed4e35b0/libgo/go/internal/cpu/cpu_gccgo.c#L84

Research direction
Start by locating the cpufeatures implementation and its architecture-specific CPU probing paths. Read the linked stdarch and gcc libgo references to compare s390x handling through stfle. Done means s390x support is added and covered by the project's relevant tests.
