Description
EXPLICIT wrapper should require only Encode + Decode.
Currently it impls Encode through EncodeValue + Tagged

Research direction
Start in der/src/asn1/context_specific.rs at the EXPLICIT implementation, then inspect der/src/encode.rs at the referenced Encode implementation. Confirm how the current EncodeValue and Tagged requirements are applied, and update the trait requirements so EXPLICIT needs only Encode and Decode; done means that implementation no longer requires EncodeValue or DecodeValue.
