Description
I saw that NVidia's AI Dynamo project didn't use Rust_CUDA, but CUDARC instead. Is there a reason for them to endorse this one in the future, and do you think we could merge the missing CUDA SDK API support from CUDARC first, then migrate some of these to full Rust implementation?

Research direction
The issue names no files, tests, or entry points; start by comparing the Rust_CUDA and CUDARC APIs and the missing CUDA SDK coverage described in the discussion. Done would require an agreed scope for merging support and any later migration, rather than an implementation target stated in the issue.
