Description
Looks like
pub fn main() { #[cfg(any())] ()[cfg(bar)]() }replicates it as well -- seems to be a parsing issue with outer attributes

Research direction
Reproduce the ICE with the Rust snippet, then inspect rust/ast/rust-expr.h around line 1521 and the handling of outer attributes. Done means this reproducer no longer triggers an internal compiler error and the input is parsed successfully.
