Runestone Issue: LTI 1.1 jumping between different books

Please check the current issues I searched on LTI book and didn't see this.

Describe the bug
I know LTI 1.1 is supposed to get deprecated but we are still using it until our university approves LTI 1.3.

I've also included a video below. We had canvas connecting to some assignments previously, but now when I try them they go to the summer book(virginiatech_py4eint_summer26) instead of the fall book(virginiatech_py4eint_fall26) and these assignments aren't in summer.
Two examples of this are:

Start by reproducing the two LTI links for assignment IDs 276763 and 276764, comparing their destinations with the fall 2026 assignment pages and the working assignment 271685. Trace the LTI entry point and assignment-to-book routing, then verify that these assignments open in virginiatech_py4eint_fall26 rather than the summer book.
