Research direction

Start by reproducing the issue in the admin → permissions entry point using Rocket.Chat 0.48.2, enabling mail-messages for Owner and Moderator. Trace why the choose messages button appears for users but not these roles. Done means authorized channel owners and moderators can select messages for email while other permission behavior remains unchanged.
