Research direction
No file, test, or entry point is named in the issue. First locate the existing admin settings and emoji validation paths, then clarify how prohibited emojis should be configured and enforced for regular users. Done should mean admins can restrict selected emojis and regular users cannot use them in student chats, with tests covering the behavior.
