Description:

Offline Form Unavailable Message is still required when Offline Form is disabled.

Steps to reproduce:

1. Go to Administration > Omnichannel > Livechat Appearance > Omnichannel offline
2. Disable Display Offline Form
3. Delete value from Offline Form Unavailable Message
4. Make sure no agents are online
5. Open page with livechat widget

Expected behavior:

You see the widget and see that no agents are available.

Actual behavior:

The widget does not work and you can see an error in browser console.

Reproduce from Administration > Omnichannel > Livechat Appearance > Omnichannel offline by disabling Display Offline Form and clearing Offline Form Unavailable Message, then open the livechat widget with no agents online. Start by tracing the livechat widget entry point and the browser-console parsing error. Done means the widget renders the no-agents-available state without requiring the unavailable-message value.
