Description
We use Rocket Chat in integration with Jitsi. Starting with the fifth version of RC, it became possible to choose when creating a call - connect with the camera / microphone turned on or not.

We have configured on the Jitsi server side that all participants connect with the camera turned off. It does not matter if users enable this setting before connecting or not.
This confuses users, gives false expectations.
Please make the buttons customizable. So that the administrator can block or remove these buttons so that they do not confuse users in our case.

Research direction
The issue names Rocket.Chat's Jitsi integration but no files, tests, or entry points. Start by tracing the call controls and their administrator configuration, then verify that administrators can block or remove the camera and microphone options and that the resulting behavior matches the configured Jitsi defaults.
