Description:

In version 4.8.1, the discussion start button was gone. Version 4.8.0 has it. Checked on two installations.

Steps to reproduce:

Try to start a discussion based on the message.

Expected behavior:

Open message menu. There is a button to start a discussion.

Actual behavior:

There is no button to start a discussion.
