impossible to move window or see top bar

Description
I can not move the rocket chat window or resize since the buttons on the window bar and the bar itself iabove the visible window desktop area.
I tried restore zoom, and zoom in and zoom out, but it only affects the rocket application text area, not the window size.
There are no menu options about window size on the task bar menu item for the started rocket applicatikon, either.
