Research direction

Start by reproducing the high CPU usage on Windows Server 2019 Terminal Server with Rocket.Chat.Electron 3.8.0 and compare it with 2.8.0, using the reported Rocket.Chat Server 4.5.3 setup. No source file or test is identified in the issue; done means Rocket.Chat instances return to normal CPU usage after the client update.
