Description
Description:
localization can be set, but no way to switch over time format to 24h.
Steps to reproduce:
- go to https://docs.rocket.chat/guides/user-guides/user-panel/managing-your-account
- try to set 24h format and keep language english
Expected behavior:
as a user it would be great to switch over the localization independent of the language. e.g. language english, but time display in 24h.
Actual behavior:
not possible to set it.

Research direction
Start with the managing-your-account guide linked in the issue and trace where language and time-format preferences are presented. Confirm how the current English-language setting controls time display, then define the affected UI and localization behavior; done means users can select 24-hour time while keeping English.
