Description
Currently every of our users is able to create a new discussion.
But only an admin is able to invite additional users, after the discussion is created.
It would be nice, if every user could invite other users to a discussion, but not to a public channel or private group.

Research direction
Start by locating the code paths that authorize inviting users to discussions, then compare them with the checks for public channels and private groups. Confirm the expected behavior with existing permission tests or entry points if available; done means ordinary users can invite into discussions while remaining unable to invite into public channels or private groups.
