Research direction

Start by reproducing the Livechat API webhook behavior using the reported Rocket.Chat 0.74.3, Debian 9, NodeJS v8.15.0, and MongoDB v3.6.10 setup. Trace how image messages receive their schedule and identify the timezone source; done means webhook timestamps use the intended timezone consistently.
