Description
The groups.list API call lists all private groups of the current user.
It would be very useful to retrieve the list of private groups for a given user, similar to the groups.counters API call. This could be achieved similarly by adding a userId argument.

Research direction
Start with the groups.list REST API documentation and compare it with the groups.counters API call, then trace the corresponding endpoint implementation. Done means groups.list accepts a userId argument and returns that user's private groups, with behavior consistent with the existing API conventions.
