Description
Provide a permission that prevents the user from receiving direct messages, so that only conversations initiated by the user can occur in this way.
Example: the user "Carlos Alberto" is the president of the company.
The only way to communicate through direct messages with him, is through a conversation initiated by the "Carlos Alberto" himself.

Research direction
No files or tests are named in the issue. Start by locating the direct-message permission and conversation-creation entry points, then confirm how permissions are checked; done means a user with the new permission cannot receive unsolicited direct messages, while conversations they initiate still work.
