Description
Current behavior
- Agent comments in scratchpad are inconsistent in tone/format and sometimes miss the right level of detail.
Expected behavior
- Add a dedicated skill that instructs the agent how to comment on scratchpad items (structure, brevity, when to ask a question vs act, and how to reference linked tasks).
Notes
- Keep comments compact and action-oriented.
