Description
Current behavior
- Agent can act on scratchpad/tasks without reliably loading the relevant skills first, causing inconsistent behavior.
Expected behavior
- Whenever the agent (a) watches/reads scratchpad items or (b) works on a task, it should programmatically load the relevant skills for that context before generating output or taking action.
Notes
- Define the skill selection rules (by tags/context/task type) and make it automatic.
